I gave a build like this a go. Based mine around Soul Barbs and had about 56 energy in my bank. Not very effective at all against monks, they'll just throw up a healing breeze, and then do another one two seconds later after you use Rend Enchantments. Worse part about Rend is that it's recast is 30 seconds.
Assuming you go with a 11/10/10 build, you'll be able to get -12 pips on a target. Well, actually, the max is -10 pips. I'd drop Suffering because of that, due to it's energy cost. With a DOT build and no way to regen energy, you're going to be depleted after the first target you open up on. And if its a monk, you're just wasting your time with thanks to Healing Breeze.
Definately drop Imagined Burden and replace it with Mantra of Persistance. Doesn't make any sense to be slowing your enemy in a DOT build, since they'll be taking damage while they're running and you're out of energy anyway. With Illusion 11, you should be able to get a 50-60% bonus with the Mantra, and possibly more.
Definately drop Vampiric Gaze. Try Migraine, whenever you happen to unlock it. That'll lengthen the time it takes for those monks to casting healing breeze, although it really won't matter much; they'll still have the edge over you.
Definately look into Soul Barbs for a build like this. Yeah, I know the puny 25 damage doesn't seem like much, but you shouldn't be the only one hex'ing your target especially if you're in tombs. And at least you'll be able to maintain some damage when Monks cast healing breeze.
Edited in: Personally, I use a very similar build when I go PvE. They rock as long as your target ain't healing.
